GET OUT THE VOTE (GOTV)
Sometimes we get too complex about technology and issues and we forget that we need to get “back to the people.” People today still like to see someone eye to eye, hear a real voice on the phone, get a personal note from someone and know someone really cares about their opinions and their vote.
Be sure all your people know where to vote and be sure to greet them at the polls.
Use volunteers on your boards, as challengers and poll book holders.
Make your vote turn-out goal 100% of the potential Republican vote.
The bottom line in all elections is to turn out your favorable vote on Election Day!!!
72-HOUR TASK FORCE
This plan initiated by the Republican National Committee in 2002 is a great plan to get out the vote and keep your volunteers busy during the last five (5) days preceding the election. This plan puts people back in politics.
As Republicans we need to be active up to and including Election Day. We can’t quit on the Friday before the election and just wait and see what happens. We have often said that we have done all we can do so now we’ll just wait. The Democrats have given us a wake-up call. We must work until the polls close at 6:00 p.m. on Election Day.
Some of the things we must do to turn out our vote are:
1. Target effectively
2. Turn out base vote
3. Sharpen our Message
4. Utilize Volunteers
5. Utilize the Absentee Ballot Program
6. Use phone banks to relay our message and get out the vote
7. Use favorable coalitions to help motive our workers such as:
2nd amendment rights, anti tax groups, pro-family groups,
churches and pro-business groups.
Do some outreach and build new coalition groups:
1. African Americans
2. Hispanics
3. Asians
4. Union Workers
5. Issue based groups
Committeemen, you should train your volunteers by:
1. Motivating them
2. Educating them
3. Coordinating their activities
4. Delegating responsibilities

HOW TO USE A WAGON BOOK
WAGON BOOKS ARE AVAILABLE FROM THE STATE COMMITTEE AT THE REQUEST OF YOUR COUNTY CHAIRMAN OR YOU MAY USE ONE PRINTED ON YOUR COUNTY’S COMPUTER.
WAGON BOOKS ARE AN UNIQUE TOOL THAT LETS YOU SEE WHO HAS VOTED AND WHO HAS NOT VOTED AT ANY TIME ON ELECTION DAY.
The wagon book is made up of people who our records show as likely to vote Republican. The information includes name, address and hopefully telephone numbers.
Names are printed across the page in four (4) separate columns and are perforated so they will tear off easily.
When you receive your wagon book, draw a line across all four columns crossing off anyone who shouldn’t be on the list. This would include persons who have died, moved or are not supporting Republicans.
Add names of newly registered voters, new move ins and people who you know will be supporting the Republican candidates.
Update the wagon book by adding any missing telephone numbers and correcting any printed information.
Use the wagon book information the weekend before the election to tell people where to vote and encourage them to vote.
On Election Day, a challenger or poll book holder may be in the polling place. The person should ask for the voter’s name. If the name appears on the wagon book list, a line is drawn through the person’s name all the way across the page (all four columns) to indicate the person has voted.
If the person’s name does not appear on your list, have your volunteer simply say “Hello.” This person is probably a Democrat or a person that is not supporting the Republican Party.
At 10:00 a.m., tear off one of the perforated columns and send it to your phone center and have a volunteer call everyone who doesn’t have a line drawn through their name. Repeat this procedure in the afternoon. You may want to do this procedure the Dr. Pepper way at 10:00 a.m., 2:00 p.m. and 4:00 p.m.
Remember it is the responsibility of the committeeman to recruit the poll book holder, challenger, runner and person making the calls. These are extremely important positions along with your election board.
