PRECINCT ELECTION BOARDS
RECRUIT EARLY!!! PLAN AHEAD!!!


INSPECTORS: This person is the overall manager of the polls on Election Day. The inspector receives required training the weekend before the Election. He picks up supplies and makes sure all forms are signed and he returns all materials on Election Night.

• If your County carried the vote for Secretary of State in 2002 (Todd Rokita), you will have a Republican Inspector.

JUDGES: This person oversees the voting machinery and provides instruction to voters who need assistance.

• You will have two (2) judges on the Election Board. There will be one from each Party. Judges are required to attend a mandatory inspection of the voting machine and voting place before the polls open.

CLERKS: Clerks maintain the official records and make sure all questions and challenges are settled before a person is allowed to sign in and vote.
There are two (2) Clerks on the Election Board. One from each Political Party. In larger counties assistant clerks may also serve on the Election Board. Assistant Clerks must also be from each Political Party. The Clerks look up your name on the poll list and have the person sign their name and current address by their printed name.

If a voter’s name does not appear on the poll list, they should not vote until the situation is resolved. First, check to see if they went to the wrong precinct. If the person insists an error has been made, call your inspector. The inspector will explain the conditions under which a person may be able cast a ballot.

If the voter's name does not appear on the poll list, then the voter may be allowed to vote if a certificate of error has been issued by a registration official of the county, or by presenting a timely BMV receipt where the county has not recorded receiving the application or the person may vote provisional ballot if the affidavit/counter affidavit are completed.

Clerks may also hold the poll book as long as the flow at the election site is not disrupted.

If at any time you are forced to go to paper ballots, a ballot is given to an individual only after they have signed in. The ballot must have the initial of both the Democrat and Republican Clerk on the back in the small box provided.

SHERIFFS: These people maintain the flow of foot traffic and keep unauthorized people outside the voting area. (This position is optional by County.)
• If a dispute arises in the polling place, the inspector and the two judges vote to resolve the issue; however, if there is a question on the validity of absentee ballots, the inspector makes the decision (IC 3-11-10-7).

WATCHERS

1. Each Political Party is entitled to name a watcher in each precinct to oversee an honest election. (Watcher credentials for political watchers are issued by the County Chairman.)These credentials must contain certain information IC3-6-8-3.

2. The media and some candidates (such as school board) may also have watchers but they must have watcher credentials to enter the polling place. (Watcher credentials for media and candidate watchers are issued by the circuit court.)

3. Keep your watcher credentials with you at all times.

4. Statute allows the watcher to come and go at will IC 3-6-8-4. They may enter, leave and re-enter the polling place.

5. Call your GOP headquarters if you see any suspicious activity.

BASIS FOR A CHALLENGE
1. Someone pretending to be a certain registered voter.
2. Someone who has already cast an absentee ballot and is recorded in the poll book.
3. A person known to have died or is incarcerated.
4. Registered in another county or state.
5. Moved from the precinct more than 30 days before the election, unless qualified to vote by completing a VRG 4/12.
6. Not a U.S. citizen
7. Not eighteen (18) years old by General Election Day.
8. Not a resident of the State.

WHO MAY BE IN THE POLLING PLACE OR CHUTE……….

Inspector-2 judges-2 poll clerks-2 assistant clerks (if any)- 2 sheriffs and deputy election commissioners and watchers (who must have commissioner or watcher credentials).

Poll book holders may now be inside the polling place (IC3-6-7-5). The poll book holder credentials are issued by the political party chairman.

Challengers may enter, leave and re-enter the polling place. IC 3-6-7-5

A precinct committeeman does not have the right to be within the polling place unless the committeeman is a watcher, challenger or poll book holder with credentials from the political party. The committeeman may also be a poll worker on the election board.

WHO CANNOT WORK AT THE POLLS AS INSPECTOR-JUDGE-POLL CLERK- SHERIFF

Candidates cannot work as a precinct officer inside the polling place. (IC3-6-6-7(a))

Relatives of candidates may work in the polling place if the candidate is unopposed at the election. (IC 3-6-6-7(a))

The campaign finance committee chairman or treasurer for a candidate who is on the ballot may not work as an inspector. (IC 3-6-6-7-(b))

People who are not registered voters in the county except 16 or 17 year olds as long as they are residents of the county. (Sixteen and seventeen year olds can not be inspector and can only be a poll worker under the conditions stated in IC 3-6-6-39 which requires unanimous vote of the county election board.) The student must meet certain requirements as stated in the Indiana Code.

People who are unable to read, write or speak English. (IC 3-6-6-7-(a))

WHO MAY BE A POLL BOOK HOLDER OR CHALLENGER……

The county chairman may appoint challengers and poll book holders for each precinct. They must be 18 years old and have credentials issued by the county chairman. Only one challenger and one poll book holder can be present at a precinct at any time during Election Day.

Challengers must be registered to vote in the county but are not required to be a resident of the precinct.
A candidate may not serve as a challenger or poll book holder (IC 3-6-7-1.5).

WHAT ARE THE GROUNDS FOR CHALLENGING A VOTER…..
Failure to register
Age
No longer a resident of the Precinct unless they qualify by filing a VRG 4/12.
Not a US citizen

Involved because of a friend or family member who is a candidate
